- As winter visitors return to San Carlos, it’s a good time to review your insurance coverage. Mexican auto liability insurance is required, even if your U.S. or Canadian policy extends some physical damage coverage into Mexico. Make sure you have appropriate coverage from a Mexican insurer before crossing the border. More information about Mexican auto insurance.
- It’s also worth checking your health insurance coverage while in Mexico. Many U.S. and Canadian plans provide limited or no coverage for medical treatment abroad, so consider whether additional travel or cross-border health insurance would be appropriate. Information on coverage options.
- Guaymas will welcome over 150 teams and an estimated 3,000 visitors for the José Luis Henry 2026 Volleyball Festival, October 29 – November 1, celebrating youth volleyball and honoring a Sonoran volleyball legend. So, if you spot some extra athletic-looking people around town, now you know why!
- Daylight Saving Time Ends November 1: On Sunday, November 1, 2026, at 2:00am, clocks turn back one hour in most of the U.S. and parts of Canada. San Carlos and the rest of Sonora do not change their clocks, remaining on Mountain Standard Time year-round, along with Arizona.
- November 1 & 2 mark Día de Muertos (Day of the Dead), one of Mexico’s most important cultural traditions. Families honour deceased loved ones with colourful altars (ofrendas), marigolds, candles, favourite foods and cemetery visits. Although not an official nationwide day off, banks and some public institutions will be closed on Monday, November 2.
- Guaymas Cemeteries Prepare for Día de Muertos: With thousands expected to visit cemeteries on November 1 and 2, Guaymas authorities are implementing additional security and traffic controls at the San Fernando, Héroes Civiles and San José cemeteries. Alcohol and glass containers will be prohibited, and designated parking areas and assistance for elderly and disabled visitors will be provided.
- On Wednesday, November 4, there will be a Volunteers Meeting for SBPA at 2:00pm at El Mar Restaurant.
- Mexico’s Winter Vaccination Campaign: Free influenza, COVID-19 and pneumococcal vaccines are available to eligible groups at participating public health facilities through March 31, 2027. Visit dondemevacuno.salud.gob.mx or call 079 for locations.

Sonora’s Summer Electricity Subsidy Ends October 31
Sonora’s expanded summer electricity subsidy ends Saturday, October 31, meaning households could see significantly higher CFE bills beginning in November.
The subsidy, negotiated by Governor Alfonso Durazo, has been in effect since April 1, providing seven months of preferential electricity rates throughout Sonora. Under the summer Tarifa 1F arrangement, households have been able to consume substantially more electricity at lower rates.
Beginning November 1, residential customers covered by the summer Tarifa 1F subsidy will return to the regular, non-summer rate structure. For a typical two-month billing period, the lower-priced consumption allowance drops considerably, from up to 5,000 kilowatt-hours during summer to approximately 400 kilowatt-hours under winter rates. Electricity consumed above that allowance is charged at a substantially higher rate. Actual charges depend on household consumption, the applicable tariff and billing dates.
Residents are encouraged to reduce air-conditioning use as temperatures cool, especially since maintaining summer consumption levels into November can result in unexpectedly high bills. The impact may appear on November or December bills, depending on individual meter-reading dates.
Construction Progresses on San Carlos Malecón
Construction is underway on the new San Carlos Malecón at Playa San Francisco, with heavy equipment and crews working on the first phase of the long-awaited waterfront development. Guaymas Mayor Karla Córdova González visited the construction site last week to review progress.
The project, being developed by the Sonora state government, is planned to extend approximately 2.4 kilometres along the waterfront, with an additional 1.66-kilometre access boulevard. Proposed amenities include pedestrian and bicycle paths, scenic viewpoints, an amphitheatre, children’s play areas, green spaces, parking, public restrooms and commercial areas.
The first phase represents an investment of approximately 103 million pesos, divided between initial malecón construction and the access boulevard. State officials have reported that another 200 million pesos has been secured for the second phase. The complete project, estimated at approximately 500 million pesos, is planned in three stages.
The development is intended to create a new recreational destination for residents and visitors while supporting tourism and local businesses.
However, the project has also raised environmental concerns. Local conservation organizations have questioned its potential impact on sea-turtle nesting areas and coastal habitat at Playa San Francisco. State officials say the necessary environmental permits have been obtained, although questions remain about the specific measures being taken to protect these areas.

San Carlos Weather Outlook for the Week
San Carlos can expect a warm start to the week, followed by increasing clouds and the possibility of rain and thunderstorms Thursday and Friday as moisture from Tropical Storm Vance approaches northwestern Mexico. Daytime highs will range from 27°C to 31°C (81°F to 88°F), with overnight lows between 21°C and 24°C (70°F to 75°F). Humidity will increase ahead of the unsettled weather, making it feel warmer than the actual temperature at times. Friday will be the coolest and wettest day. Conditions should improve over the weekend, although some forecasts still suggest lingering showers, particularly on Sunday, before sunnier weather returns Monday and Tuesday.
Rain and Tropical Weather
The main weather concern is Thursday and Friday, when tropical moisture associated with Vance and other regional weather systems could bring showers and thunderstorms to San Carlos. Weather Underground now forecasts approximately 8.1 mm (0.32 inches) of rain Thursday and 13.0 mm (0.51 inches) Friday, with thunderstorms most likely on Friday.
Sonora’s Civil Protection agency has also issued a preliminary forecast indicating that parts of southern Sonora could receive 40 – 60 mm (1.6 – 2.4 inches) of rain, potentially beginning Thursday night and continuing into the weekend. These are regional estimates, not specific rainfall predictions for San Carlos.
As of Tuesday afternoon, Tropical Storm Vance has sustained winds of 40 mph (65 km/h) and is moving northwestward toward the entrance to the Gulf of California. The National Hurricane Center expects it to weaken into a post-tropical system by Thursday. No coastal watches or warnings are currently in effect. Although tropical-storm-force winds are not currently expected in San Carlos, the associated moisture could produce locally heavy showers. Rainfall amounts and timing remain uncertain, so residents should monitor updated forecasts and use caution around flooded roads and low-lying areas.
Wind and Sea Conditions
According to SailFlow, winds should remain relatively light throughout the week, generally ranging from 6 – 13 mph (10 – 21 km/h), with gusts around 13 mph (21 km/h). Winds are expected to become more southerly Friday through Sunday before shifting toward the north and northwest on Monday.
Sea conditions should remain relatively calm early in the week, with waves generally below 1.5 feet (0.5 metres). Waves could briefly reach approximately 2.7 feet (0.8 metres) Friday morning, before easing to around 1 – 1.5 feet (0.3 – 0.5 metres) over the weekend. Boaters, kayakers and other water users should monitor updated marine forecasts, as conditions could change with passing thunderstorms.

Guest Speaker Mark Taylor, November 3

Mark is part of a team negotiating water rights for the Colorado River Basin, a highly complex situation involving multiple states, agencies, and countries. He will present an update on current litigation and future water delivery for the Colorado River. This presentation is Open to the Public.

Festival de la Calaca Returns to Guaymas, October 30 & 31
Guaymas will celebrate Día de Muertos with the 24th annual Festival de la Calaca on Friday, October 30 and Saturday, October 31, in downtown Guaymas. The two-day celebration features traditional Day of the Dead altars, colourful Catrín and Catrina costumes, live music, dance performances, literary calaveritas (humorous poems), and cultural activities celebrating Mexican traditions.
Friday, October 30:
The festivities begin at 6:00pm with the Día de Muertos procession, departing from Casa de la Cultura “Edmundo Valadés” and finishing at Avenida Serdán and Calle 23. Everyone is invited to participate.
The official opening ceremony takes place at 7:30pm, followed by a traditional dance performance by Tutuli Jiak Jiapsy at 7:45pm and live music from Con Ton y Son at 8:15pm.
At 8:20pm, enjoy a presentation and tasting of pan de muerto (traditional Day of the Dead bread) at Avenida XV between Calles 23 and 24. Musical performances by participants in the Cantemos por la Paz competition begin at 8:45pm.
Saturday, October 31:
The evening begins at 6:00pm with live music by Cuarteto Brasswing, followed by the Calaveritas Literarias competition awards at 6:30pm.
The popular Catrín and Catrina costume competition begins at 7:00pm, with participants showing off their elaborate Day of the Dead costumes. Awards for the traditional altar competition will be presented at 8:20pm, followed by the Catrín and Catrina winners at 8:30pm. Grupo Retro closes the festival with live music starting at 9:00pm.

Come join the fun! Rescate de San Carlos is hosting a community “Trunk or Treat” Event on Halloween Day — Saturday, October 31 from 3:00pm to 5:00pm at the Rescate Thrift Store Parking lot (see map).
Decorate your vehicle and get ready to pass out your candy. Please be at the parking lot before 2:45pm if you want to participate. There will be a prize for the best decorated vehicle.

Trunk or Treat, October 31
Each Halloween, the Arco gas station “Trunk or Treat” event grows and grows with hundreds of kids from San Carlos and Guaymas coming to get their Halloween candies.
This year, we are soliciting some fun-loving grown ups to participate in the “Trunk” part. Join in the fun by decorating your car, dressing up and bringing candy! Last year the candy givers were far out numbered by children and we ran out quickly to much disappointment. So this year we are looking to get more people (candy givers) involved!

The program starts at 5:00pm with a fun-filled night of face painting (for tips), Mariachi, professional impersonations, a Mexican game of Loteria and live music with Assterisko & Laurita.

Fishing & Diving Reports
Fishing Report
We are still seeing a few improvements on the water. Some boats are going out, and maybe I have missed some reports. The Dorado are very absent, and I only saw a few small ones. We managed our smallest sailfish ever, along with one Striped Marlin and a sailfish. Friends went to the other side, and only caught a couple sails going over. I did hear of one Blue Marlin lost. The water is still in the mid-80’s and there is still plenty of time left for pelagics.
It might take some patience for the winter fish to arrive. One boat ventured up the coast and jigged up some small yellowtail. My friend saw bonita snorkeling, so there are a few around. One boat beat us out Monday and reported catching Sierra. We lost one big one, but we’re all hurting for some fish to eat.
Shore fishermen had good success last week fishing for cabrilla, snapper, and even corvina. I saw big schools of ladyfish and one big African Pompano. I had never seen the water as clear as mid-week. Plenty of big turtles were around. The corals, fauna, and fish had vibrant colors and the water was a perfect temperature. It’s a great time to be down here.

Diving Report
Last Friday a group of divers headed out for a 3-tank local dive. There was some wind and some waves with surge and current at Isla Venado and San Antonio Point. The third site, The Aquarium, was very calm. Water temperatures were still in the upper 80’s, so very comfortable and visibility varied between 30 and 40 feet.
The first dive at the south tip of Isla Venado/Deer Island off of Algodones beach had nice schools of Parrotfish, Grunts, and Sargent Majors. When the group got to a rock wall at the end of the sand we found a monument or memorial (above left). One of the divers thought that it was a memorial to a pet or pets. After surfacing, all the divers were very curious. Have you seen it? Do you know the story behind it? The third dive at the Aquarium had a little less visibility, but no current or surge. One of the groups went along the west wall out to Punta Doble, a less taken route. Very large boulders make up the topography allowing fish to dart around and under them. Again, there were schools of Parrotfish, a Porcupine fish, and many Leopard groupers (pictured right). There seem to be a lot of juvenile to young adult fish in the waters at all sites right now.
This warm water will not last, so before you need to get out the neoprene, book a trip and enjoy it while it is here.

CRRIFS Turtle Nests Almost All Adopted
The turtle nesting season seems to be winding down. The high waves last week made it nearly impossible to find nests. One of our senior volunteers was able to locate a nest bed without any tracks. This is hard for most volunteers and helpful beach goers to see. Our total number of nests is lower this year, so we were thrilled to have a fundraiser with Soggy Peso to raise much needed funds. At the party on Sunday, seven nests were adopted by CRRIFS supporters and one by a family from Obregon, who were just enjoying lunch.
Thank you so much to Soggy Peso for hosting and helping us, our volunteers, and to the public for supporting us. Everyone seemed to be having a good time and the regular customers who came to eat learned a lot about the Olive Ridley turtles here on our beaches. It just so happened that a turtle nest, found previously on Los Algodones, was ready to release during the party. Hundreds of restaurant goers gathered outside to watch the babies go home to the sea.

Hermosillo’s Clean-Energy Push: From Electric Garbage Trucks to Solar Innovation
Hermosillo is expanding its role in Mexico’s clean-energy transition, combining practical projects with ambitious plans to attract investment and technological innovation.
The city hosted the World Solar Energy Forum from October 21 – 23, bringing together international experts, business leaders and government officials to discuss renewable energy, electric transportation and sustainable development. Former Canadian Prime Minister Justin Trudeau was among the featured speakers.
But Hermosillo is doing more than hosting conferences. The city is putting clean-energy technology to work in everyday municipal services.
In 2025, Hermosillo introduced 25 fully electric garbage trucks, supported by 13 charging stations and 245 solar panels. The city estimates the new fleet could save approximately 22 million pesos annually in fuel and maintenance costs. Hermosillo has also developed an extensive electric police-vehicle fleet and launched HBus, a free electric-bus service for university students. The program reported serving approximately 1,600 students across nine routes.
Beyond transportation, the municipality has introduced residential solar-power programs and adopted an energy-transition strategy extending to 2030, with 25 programs focused on renewable energy, efficiency and sustainable development. Innovation is also taking place at the Instituto Tecnológico de Hermosillo, where an electric-vehicle prototype is being developed as part of Sonora’s broader ambitions to establish a clean-technology industry.
The bigger question is what comes next. Hermosillo has demonstrated that electric vehicles and solar technology can be integrated into municipal operations. Its next challenge is turning these initiatives, and the international attention they attract, into lasting economic opportunities — commercially viable businesses, skilled jobs, technological advances and measurable environmental benefits.
For Sonora, Hermosillo’s experience offers an interesting example of how clean-energy ambitions can begin with practical changes to the services residents use every day.

The boat No Le Hace is a comfortable, 53 foot yacht. It has air-conditioning and a restroom. It leaves from the Iguana Dock (right in front of Marvida Taproom & Kitchen) at Marina San Carlos.

Rescate Treasures Thrift Store: Open Thursday, Friday and Saturday from 9:00am – 1:30pm. Rescate Treasures is seeking donations – small appliances, furniture, clothing, tools – any and all donations. Thank You!
Castaway Kids Thrift Store: The Castaway Kids Thrift Store is open Thursdays and Saturdays from 9:00am to 12:00pm. Our Student Coordinator, Michelle Trujillo, is also in the office at the Castaway Kids Education and Donation Center from Monday to Friday between 9:00am and 5:30pm. You can also follow us on Facebook at Castaway Kids Thrift Store, where we share new items and updates every week.
Tecalai Library is open to the public every Friday from 9:00am to noon. The library operates on a leave-one, take-one basis or you can make a donation.
Sports, Outdoor Activities & Clubs:
Pickleball: There’s open play for members at the San Carlos Pickleball Club Courts from Monday – Saturday mornings and plenty of organized play to choose from. For more information, including membership, click here.
Free Spanish & English Classes. Tuesday, Thursday: 8:30am – 9:30am at Colibri’s. All levels welcome.
Alcoholics Anonymous San Carlos have regular meetings throughout the week. See the full schedule here.
Church:
San Carlos Community Church: We are an international and non-denominational church. We have public worship services on Sundays at 9:00am. All are welcome to join us.
San Carlos Borromeo Mass schedule: Sunday at 8:00am in English and 11:30am and 5:00pm in Spanish and a Spanish Catholic mass at 9:30am, at Capilla Nuestra Señora de Lourdes, across from Playa Algodones. Also, there is bilingual rosary at 9:30am on Tuesdays in the main church.
Agape Christian Fellowship. A vibrant, non-denominational fellowship serving the diverse and international community of San Carlos with God’s love. Weekly Sunday worship service 10:00am. 161 Paseo Dichoso, San Carlos. Find us on FaceBook. All are welcome.
